The COVID-19 pandemic has highlighted poor software that has had a significant impact on public health policies, people’s health and lives, and on the nation’s economy. The horrific exponential spread of the pandemic amplifies the seriousness of poor software quality and the widespread lack of understanding of digital systems. This paper proposes some solutions, including Software Engineering Boards and licences to practice where appropriate. Software Engineering Boards (which are defined in the paper) could be started immediately, with immediate benefits.
