Abstract:

Safety standards provide great value, but despite their benefits, standards and the culture that goes with them have a variety of weaknesses. In this paper, I review these various weaknesses and propose a new approach that defines a technical structure for standards based on desired properties of conformant artifacts, a development and maintenance process designed to ensure technical quality, and a funding model designed to make standards both freely available and revenue generators for their developers.
